The Director of National Intelligence is "beyond the GAO's purview"

The Government Accountability Office (GAO) report (pdf) on information sharing and "sensitive but unclassified" information categories, which POGO reported on yesterday, contains a letter from the Office of the Director of National Intelligence (ODNI) stating that the ODNI's intelligence activities are "beyond the GAO's purview." The GAO made several recommendations that the ODNI, in conjunction with the Office of Management and Budget, improve information sharing across the government. The ODNI refused to comment on GAO's recommendations, because it claims it is above the GAO's authority.

Adrian: [SEE BELOW] Jan 2006--The European Galileo program, the Old World's answer to the US navigation system GPS, launched its first satellite on Wednesday. When completed in 2010, it will be even more accurate than GPS -- and won't be controlled by the military.

Europe took a major step forward on Wednesday towards its goal of creating a European answer to the American Global Positioning System (GPS) navigation system. At 11:19 local Kazakhstan time, test satellite "Giove A" was launched into clear skies on board a Soyuz rocket and into orbit. The satellite is the first piece of a €3.4 billion satellite navigation system that is set to be -- when completed in 2010 -- even more accurate than GPS and which will cover more of the Earth's surface.

The project will eventually include 30 satellites and will provide accuracy to within one meter -- an improvement over the US-military-controlled GPS system which has an error range of five meters. Under civilian control, Galileo hopes to provide navigation to emergency services, train networks and airports. The project's Web site -- perhaps in reference to US President George W. Bush's plans to allow GPS satellites to be temporarily disabled during national crises -- says the system will be operational at all times except in case of "the direst emergency."

"Galileo is made in Europe by Europeans," said European Space Agency spokesman Franco Bonacina. "If the Americans want to scramble GPS, they can do it whenever they want."

A second satellite will be launched in the spring with several more satellites set to head into orbit in 2008 to complete the testing phase. The first Galileo-ready receivers are to go on the market in 2008 with the system fully functional by 2010. Customers will be able to readily switch between the GPS and Galileo systems. The compatibility of the two systems was finally agreed to last year following a long, trans-Atlantic feud over the issue. The Pentagon was critical of the system as being unnecessary and a possible war-time threat. The US military was also concerned that Galileo's signal could interfere with that of the next-generation GPS.

The European Union is allocating €1 billion from its 2007-2013 budget to the project with the rest of the money coming from the private sector. Galileo is expected to create as many as 150,000 jobs in Europe.

.... now that alleged Apollo 11 astronaut Buzz Aldrin has thumped a man who claimed that his moon landing was actually filmed in the Nevada desert. This man, one Bart Sibrel, has made documentaries called A Funny Thing Happened on the Way to the Moon and Conspiracy Theory: Did We Land On the Moon? and confronted Aldrin, 72, in a Beverly Hills hotel earlier this week. Sibrel, 37, demanded that Aldrin swear on a Bible that he had really landed on the moon. Aldrin declined to do so, and then his fist really landed on Sibrel's face.

Sibrel claims to have uncovered 33-year-old footage that shows the Apollo 11 crew falsifying part of their photography. Which at least might get Kubrick off the hook. He claims that the Apollo 11 crew put a transparency of the Earth in front of their space-capsule window and then taped the transparency as they made a "journey" to the moon.

Footage purportedly from the moon shows the US flag fluttering in the lunar breeze. "How could there be a breeze when there is no atmosphere?" Sibrel asks. Sibrel is one of many who believe the moon remains untouched by human space-boot. Ralph Rene, author of Nasa Mooned America, says that Nasa photographs, allegedly from the moon's surface, show scenes supposedly lit solely by sunlight, but they contain shadows that do not run parallel with each other, indicating supplemental artificial light. Sunlight would cast shadows that would never intersect, he claims.

But the best hoax theorist is Bill Kaysing, author of We Never Went to the Moon. He claims: "The astronauts would have been overwhelmed by the sight of trillions of stars. But not one picture has ever come back from the alleged trip to the moon showing the stars in all their magnificence, nor do any of the astronauts comment on the stars."

Kaysing reckons that the Challenger space shuttle really did blow up in 1981, but that it was no accident. It was exploded by Nasa because "Christa McAuliffe, the only civilian and only woman aboard, refused to go along with the lie that you couldn't see stars in space. So they blew her up, along with six other people, to keep that lie under wraps."

Twenty five Star Wars Marconi defense workers mysteriously died by suicide and strange accidents in the early 1980s in England. Collins wrote, "This book is about a new type of war, electronic war. ...It is fought by ...research students in universities and electronics engineers working for defense contractors. ...It is a war that must be waged constantly during peacetime to maintain the upper hand.

It is a war that must be waged in secrecy." Tony Collins is executive editor of Computer Weekly. He worked for the BBC and national newspapers, such as Sunday Mirror. The editor of the Collins book, Stephen Arkell described the discrepancies found during his investigation and problems such as the following. "The companies and establishments where they worked are reluctant to give out details of any projects, even those already in the public domain. In addition, there are many other project, so called 'black' projects, which these organizations cannot even officially admit to. The secrecy surrounding the peacetime preparations for a future electronic war ensures that any attempt to prove or disprove a definite work link can be not more than a calculated stab in the dark. ...

In May 1989, for example, eleven Russians and four Czechs were expelled from the UK for allegedly trying to obtain highly sensitive information about powerful microchips, radar, laser technology and advanced materials such as titanium and carbon fibres.

These agents were reported to have approached the executive of defense contractors in a series of 'cash for secrets' deals. ...Another theory ...concerns the investigation into alleged fraud at Marconi. ...This investigation [by the Ministry of Defense Police] has since resulted in charges being brought, ...However there is not one scrap of evidence to suggest that any of the scientists named in the book were involved in fraud. ...the deaths and disappearances of 28 defense workers is one of the most bizarre and enigmatic stories of the past decade."

Ethicist, Jonathan Moreno wrote Undue Risk Secret State Experiments on Humans, 1999, W.H. Freeman and Co., a book on radiation and other unethical experiments. Moreno named "...microwave weapons as a source of future illegal experimentation . " Moreno stated; "in the next century, as in the past, military-medical research involving human subjects will be dictated by the limits of information available from other sources."

New York Times Magazine, 8-31-97, page 38, stated; "For decades, those who claimed to be victims of clandestine radiation experiments conducted by the United States government were dismissed as paranoid." Recognition of the growing numbers of worldwide human rights abuse cases is important, especially in light of the fact that electromagnetic weapons target the brain and nervous system.

According to a NIMA, the high-resolution KH-7 surveillance imaging satellite (flown from July 1963 to June 1967) monitored key targets such as intercontinental ballistic missile (ICBM) complexes, radar systems, and hot spots around the globe. The lower-resolution KH-9 mapping system (operating from March 1973 to October 1980) gathered data for mapmakers. It also collected imagery.

Day said that the KH-7 photos should be "interesting and exciting." Run under code name "GAMBIT", the KH-7 cranked out pictures better in detail than even the best commercial imagery satellites in operation today, he said.

"GAMBIT was started after Gary Powers got shot down in May 1960. It was intended to replace the U-2 [high-altitude aircraft] by providing high-resolution reconnaissance of the Soviet Union," Day said.

Together, the KH-7 and KH-9 acquired some 50,000 images.

At NASA's request, a team from the National Imagery and Mapping Agency (NIMA) -- recently renamed as the National Geospatial-Intelligence Agency -- carried out a detailed search of the primary MPL landing area utilizing MOC images and an array of high-tech analytical equipment.

Why NIMA? The agency is both a combat support as well as national intelligence agency whose mission is to provide timely, relevant and accurate geospatial intelligence, or GEOINT, in support of our national security. The agency is an acclaimed leader in describing, assessing, and visually depicting physical features on Earth. In short, it makes use of such hush-hush tools as spy satellites.

The NIMA Mars sleuthing work was led by Ivar Svendsen, who had 27 years of experience in imagery analysis, but who has since passed away.

Svendsen was joined in the search for Mars Polar Lander by the imagery expertise of James Salacain who had at the time chalked up some 15 years of specialized duty in support of the national imagery community.

In a December 2002 article in Geospatial Intelligence Review, the two NIMA analysts, Svendsen and Salacain, remain steadfast about their observations.

The signatures at the three sites studied "appeared to be reflected light or glints" from some portion of the Mars Polar Lander Entry, Descent and Landing system and/or the lander itself, they asserted.

The NIMA team does note that spurious camera noise cannot be ruled out. However, "the coincidental appearance of spurious noise within the MPL primary landing site that also happened to emulate MPL-like imagery signatures was considered unlikely."

In a postscript to their work, the NIMA researchers underscored the fact that NASA's Mars Reconnaissance Orbiter (MRO), set for takeoff in 2005, is built to take very-high-resolution snapshots of the planet's surface. Those MRO images "may help finally resolve the mystery of what actually happened to the MPL," they explained.

"If not, the MPL mystery may have to patiently away a final and definitive investigation by a future visiting astronaut on-site inspection team from Earth," the NIMA experts concluded.

KAMCHATKA---KAL007, 1980s, and again Aug. 7, 2005:



The C-5 U.S. military transport plane sent Aug. 5/6th, 2005, to the Kamchatka Russian region, the very same region where the KAL-007 pilot got lost in the early 1980s and was shot down killing all aboard the commercial jetliner, will be the first U.S. military aircraft since Wotrld War II to fly into the region, which has numerous closed military sectors.

Much remains uncertain, including what exactly ensnared the small Russian submarine, a 44-foot-long craft know as an AS-28 Priz, which itself is designed for undersea rescues.

According to officials and Russian news reports, the Russian mini-submarine had been conducting routine maintenance on an underwater surveillance system, a vestige of the cold-war cat-and-mouse espionage that took place beneath the seas. Kamchatka, a long remote peninsula on Russia's Far Eastern reaches, was a front line in that confrontation.

Despite the history of tension, the British and the Americans were able to dispatch help so quickly this week because a number of nations had formed a group to facilitate submarine rescues after the Kursk tragedy.

The Kursk was one of Russia's most prized military assets, and the exercise in which it was lost had been launched in part to restore some of the Russian nation's fading military prestige.

The Priz class of mini-submarines, also known as AS-28 bathyscaphes, are titanium-hulled vessels that can be launched from rescue or salvage ships and travel 3.3 knots under the sea, according to Jane's Information Group, which follows military and defense affairs worldwide.

They were built in the late 1980's, and designed to shuttle batches of up to 20 sailors from other submarines that had become trapped undersea. At least one was used in the failed effort to rescue those who clung on for life on the Kursk five years ago.

Details of how the submarine, a 44-foot-long rescue craft known as an AS-28 Priz, became disabled also began to emerge, although very much remains uncertain.

The Russian navy initially said the mini-vessel had snagged on a fishing net, which entangled the propeller and sent the vessel to the sea floor. By late Friday night, however, Admiral Fyodorov began describing an accident of a different order.

When pressed by Russian journalists on live television, he said the vehicle had in fact become entangled on what he described as an undersea military antenna, which itself was secured to the sea bed by at least one 60-ton anchor.

"Long after the "Boeing" incident, I was delivering a fighter from

the factory, when the engine stopped. There were ammunition warehouses

below. However, I was able to aim the plane off to the side. However, I

had to parachute out at a low altitude. I injured my spine. It was

almost a year before I recovered. I was physically unable to fly after

this. But if I couldn't fly, then what was there for me to do? I wasn't

cut out to be put in charge of some warehouse. Therefore, I retired

into the reserves as soon as I was eligible. People not associated with

the air force do not understand my decision. They laugh and call me

foolish..."

"You mentioned people playing it safe and about the "libretto" for

your television interview. What did you mean by that?"

"I was surprised that some of the important leaders were so wishy

washy. Because for the most part, I have no doubts, even now, that we

were right in what we did. For a period of two and a half hours, an

unidentified aircraft was violating our air space. During this time, it

flew over 2,000 kilometers. All the air traffic controllers from

foreign governments were silent, busy chewing gum. What do you order

done in such a situation? Sit with folded hand? We shot it down

legally. But later they began to lie about little things. They said,

you know, that the aircraft was flying without lights, that tracer

shells were fired as a warning, that I was in radio communications with

him, or tried to do this on emergency frequency 121.5 Mhz. Why, there

wasn't any time for this! That would mean that I would be out of

contact with the ground. I am sure that we tried too hard to appear

completely innocent and as a result, we over did it..."

"As for me, I did my duty to the end. If I were ever in the same

situation, (I am talking about an intruder of course, not a civilian

aircraft with passengers on board) I would do everything I could to

intercept the aircraft. That is what I trained and studied for all my

life. And that, be assured, is not boasting."

"Were you decorated for this action?"

"No. One of my comrades received a promotion, another received a

medal. But I - nothing. But that is not the point."

"What do you do today?"

"What is there for a pensioner to do? I bought a plot of land.

Built a home. I raise strawberries. I am expecting a grandson. My

daughter promised by summer... I dream of giving him my uniform. That

is all I have left from the air force. I am still waiting for the truth

to come out about the "Boeing", how it could have happened, how it came

to be over our territory, what was its purpose? And more. Was the

"black box" ever found?! And if yes, what does it show? This is not

idle curiosity; it's vital so such mistakes are not repeated. By the

way, I heard that back on Sakhalin, they found the "Boeing." That they

even examined it. But they did not find any people on it. However, I

explain this, by the fact that there are crabs in the sea off Sakhalin,

that immediately devour everything... I heard that they only found a

hand in a black glove. Maybe that was the hand that piloted the

aircraft I shot down? You know, I am not sure even now that there were

passengers on board. You can't write everyone off to crabs...

There must have been something left?... I still subscribe to the old version,

that this was a spy plane. In any case, he didn't overfly our territory

by accident."

Incorporated as a not-for-profit corporation (originally called In-Q-It) in early 1999, In-Q-Tel was a response to a growing in-house perception that the agency had been tardy in entering the information age.

"As an information-based agency, the CIA must be at the cutting edge of information technology in order to maintain its competitive edge and provide its customers with intelligence that is both timely and relevant," In-Q-Tel's first director of business operations, Rick Yannuzzi, said in an early position paper.

"In contrast to the remarkable transformations taking place in Silicon Valley and elsewhere, the agency ... felt itself being left behind.... It was not connected to the creative forces that underpin the digital economy."

Any resemblance between In-Q-Tel and private-sector venture capitalists is entirely non-coincidental.

"We have about 200 venture capital firms we work with and get referrals from," said Gayle von Eckartsberg, In-Q-Tel's associate vice president of corporate communications. "We reach out to Silicon Valley, research labs and small companies that might otherwise never get noticed by the government. We make investments ourselves, join other investment groups, introduce companies to other CIA customers ... anything we can do to make sure we get leading-edge technology."

Like most private-sector financiers, In-Q-Tel concentrates its resources on a relatively small number of interrelated disciplines, including knowledge management, security, search and discovery, distributed data collection and geospatial data services. Of its current $30 million annual budget, about 20 percent is used to support a staff of 45. The balance goes to nurturing businesses engaged in developing technology that may eventually find its way into CIA operations offices.

"In-Q-Tel is a private company with our own board and a contract from the government to find companies with promising products, primarily in the IT area, and build strategic relationships with them," von Eckartsberg said. "A lot of the best IT R&D comes from small companies, research labs or spinoffs from bigger companies.... The nature of IT technology is a very short shelf life and quick turnover. We have to be very quick to get the latest thing."

Trying to perpetually keep abreast of the latest information technology is one thing; affixing the Great Seal of the United States to a particular Web browser or meta-search engine may be another.

"What about the firms and innovators who had to pay the taxes that funded this program in the first place?" asks Paul Sepp, vice president of communications for the National Taxpayers Union. "What about the venture capitalists of the world who choose to pursue their ideas without quasi-federal assistance, and may have to endure a disadvantage over competitors who have secured funds?"

"Imagine any company going to the government as a customer," responded von Eckartsberg. "They're going to bring in a certain product and the government is going to say 'we want you to do this and that.' At the end of the day, the government is going to demand customization of the technology just as any other customer would and that company is going to have to compete with all the others. There's An unfair playing field built into the process."

To date, In-Q-Tel has evaluated about 2,000 business plans, the majority from firms without prior experience as government contractors. Strategic relationships based on direct investment -- usually in the $1 million to $3 million range -- and/or logistical support have been established with over 20 companies, and 19 projects have resulted in the development of a product or process already deployed by the agency.
