RE: transmissions between the three SU-15's, the Mig-23 and the airbase & Lt. Col Gennadij Nikolaevich Osipovich -- What the MIG Russian pilot had to say who 'shot down' the KAL007 of which the KAL pilot was trained by David H. Adrian:
What the Russian MIG pilot had to say:
"Long after the "Boeing" incident, I was delivering a fighter from
the factory, when the engine stopped. There were ammunition warehouses
below. However, I was able to aim the plane off to the side. However, I
had to parachute out at a low altitude. I injured my spine. It was
almost a year before I recovered. I was physically unable to fly after
this. But if I couldn't fly, then what was there for me to do? I wasn't
cut out to be put in charge of some warehouse. Therefore, I retired
into the reserves as soon as I was eligible. People not associated with
the air force do not understand my decision. They laugh and call me
foolish..."
"You mentioned people playing it safe and about the "libretto" for
your television interview. What did you mean by that?"
"I was surprised that some of the important leaders were so wishy
washy. Because for the most part, I have no doubts, even now, that we
were right in what we did. For a period of two and a half hours, an
unidentified aircraft was violating our air space. During this time, it
flew over 2,000 kilometers. All the air traffic controllers from
foreign governments were silent, busy chewing gum. What do you order
done in such a situation? Sit with folded hand? We shot it down
legally. But later they began to lie about little things. They said,
you know, that the aircraft was flying without lights, that tracer
shells were fired as a warning, that I was in radio communications with
him, or tried to do this on emergency frequency 121.5 Mhz. Why, there
wasn't any time for this! That would mean that I would be out of
contact with the ground. I am sure that we tried too hard to appear
completely innocent and as a result, we over did it..."
"As for me, I did my duty to the end. If I were ever in the same
situation, (I am talking about an intruder of course, not a civilian
aircraft with passengers on board) I would do everything I could to
intercept the aircraft. That is what I trained and studied for all my
life. And that, be assured, is not boasting."
"Were you decorated for this action?"
"No. One of my comrades received a promotion, another received a
medal. But I - nothing. But that is not the point."
"What do you do today?"
"What is there for a pensioner to do? I bought a plot of land.
Built a home. I raise strawberries. I am expecting a grandson. My
daughter promised by summer... I dream of giving him my uniform. That
is all I have left from the air force. I am still waiting for the truth
to come out about the "Boeing", how it could have happened, how it came
to be over our territory, what was its purpose? And more. Was the
"black box" ever found?! And if yes, what does it show? This is not
idle curiosity; it's vital so such mistakes are not repeated. By the
way, I heard that back on Sakhalin, they found the "Boeing." That they
even examined it. But they did not find any people on it. However, I
explain this, by the fact that there are crabs in the sea off Sakhalin,
that immediately devour everything... I heard that they only found a
hand in a black glove. Maybe that was the hand that piloted the
aircraft I shot down? You know, I am not sure even now that there were
passengers on board. You can't write everyone off to crabs...
There must have been something left?... I still subscribe to the old version,
that this was a spy plane. In any case, he didn't overfly our territory
by accident."

The Director of National Intelligence is "beyond the GAO's purview"

The Government Accountability Office (GAO) report (pdf) on information sharing and "sensitive but unclassified" information categories, which POGO reported on yesterday, contains a letter from the Office of the Director of National Intelligence (ODNI) stating that the ODNI's intelligence activities are "beyond the GAO's purview." The GAO made several recommendations that the ODNI, in conjunction with the Office of Management and Budget, improve information sharing across the government. The ODNI refused to comment on GAO's recommendations, because it claims it is above the GAO's authority.

A TIMELINE

1954--Bryan Adrian, son of David H. Adrian, trainer of the KAL007 pilot,  born late in the year of '54....into an early IBM insider family near the military manufacturing HQ of Boeing Air, Wichita, Kansas.

1957--The Adrian Family moves to Tokyo.

1958 - NSA established global listening posts, the northernmost was the Alert land station 500 mi from North Pole, on northern tip of Ellesmere island. The 60-foot antenna near Moorestown NJ picked up signals of Russian Tall King radar as they bounced back from the moon. The Teufelsberg district in Berlin became Field Station Berlin, one of most important NSA listening posts. Other posts were built at Bremerhaven in North Sea, at Todendorf near Keil on the Baltic Sea, at Eskstein on a mountain top in the Bavarian Forest of West Germany to monitor Czechoslovakia. The Kamiseya listening post in Japan used tunnels near Mt Fuji that had been built by Japanese during World War II. The Kagnew Station in East Africa developed from a 1943 radio station at Eritrea after uniting with Ethiopia had a with massive 150-ft movable antenna. Wheelus Air Base in Libya became a listening post operated by the AF 6934th Radio Squadron Mobile.

1959 - AGTR ferret ship number 1 was authorized Nov. 12, the old Liberty ship Samuel R. Aitken became the ferret ship USS Oxford, left NYC Sept. 11, 1961, for Norfolk and duty off South America, used moon-bounce antenna to send highly directional microwave message to Washington DC for first time in 1961.

1960 - Russian trawler Vega patroled the East Coast in April where USS George Washington sub testing new Polaris missiles. The NSA created its own version of the Russian spy trawler, starting with the USS Valdez in 1960 that was sent to Africa, and the USS Muller that was sent to Cuba. The 2nd generation spy ships were ready in 1961, starting with the USS Oxford .

May 1, 1960---spy plane of Gary Powers shot down over Russia.

July 20th, 1960--Capt. David H. Adrian, working for USAF and NSA, crash emergency lands a sensitive photo reconnaissance bomber aircraft on Wake Island when three of four engines catch fire, after a tiring mission over communist Russia and China.
photographic intelligence (PHOTINT)--NSA

1960 - U-2 spy plane of Gary Powers was shot down over Russia May 1. In addition to photo recon, U-2 also carried out eavescropping, called Green Hornet missions, with equipment called System-V insalled in the camera bay, that recorded data on large reels of Mylar recording tape from scores of small antennas on the fuselage tuned to particular frequencies. Gary Powers flew Green Hornet missions eastward along southern border of Russia. His May 1 flight was the 24th U-2 flight over Russia and the last, at 66,000 feet. He did not know about a secret CIA study the previous summer that indicated improvements in ground-to-air missiles could shoot down the U-2. His first target was the Tyuratam Missle Test Range where NSA listening posts and ferret missions indicated USSR had built a second space launching pad and had recently tried to space launches, both failures. Powers mission was not only to photograph the Test Range, but use special recorders to capture radar signals from the base for NSA. The SA-2 missile exploded behind his plane damaging the tail and wings at 70,500 feet, he found himself out of control heading downward, the wings and tail came off, began to spin, unlocked the canopy and climbed half out, his oxygen hoses broke and he was free of the aircraft. NSA listening post in Turkey picked up high-frequency signals of Soviet radar stations, and could in effect watch Soviet radar screens, and they saw Powers' U-2 disappear from the Soviet radar screen. On May 7 Khru anounced he had the live pilot. Ike did everything he could to coverup his role in the U-2 flights, ordering Cabinet officials to lie under oath to any investigation. At his May 25 televised press conference, Ike showed a U-2 photo of San Diego North island Naval Station.

1960 - The secret spy satellite Tattletale program launched the first GRAB satellite in June. The Galactic Radiation and Background system collected transmissions from Soviet radar and retransmitted to ground stations, recorded on tapes, flown to DC, and proved that satellites were better than ferret flights that were limited to a range of 200 miles from border. The CIA began its Corona spy photo satellite program in August with the successful launch of Discoverer 14.

1961 - The NSA opened Joint Processing Centers in Okinawa and Frankfurt West Germany and Kunia Hawaii, and built the Kent Island Research Facility on Cox Neck Road on Kent Island in Chesapeake Bay. The NSA provided intercepts and information on organized crime to Attorney General Robert Kennedy's Organized Crime Section, and provided information about Cuba to the FBI. The Karamursel post monitored voice of Yuru Gagarin during his April 12 flight on Vostok 1 rocket.

1961 - The failure of the CIA Bay of Pigs operation that started Apr. 17 was in part due to loss of CIA information after Ike cut off diplomatic relations with Cuba and closed the embassy in Havana and the consulate in Santiago. The NSA provided intercepts from its listening stations, picking up in January the voices of Spanish-speaking pilot training at the Czechoslovak airfield at Trencin and tracking the loading and unloading of 50,000 tons military supplies Czechoslovakia sent to Cuba. The destroyer USS Perry (DD-844) was converted into a sigint interecept ship in February monitoring radio transmissions in Cuba. The NSA listened to the plight of the trapped Cuban brigade and the offer of the U.S. Navy to evacuate, but the brigade wanted to fight to the end, asking the U.S. for arms drops but were not answered.

The ODNI refused to comment on GAO's recommendations, because it claims it is above the GAO's authority.

1962 - The Cuban Missile crisis began with the U-2 photos of missiles shown to JFK's ExComm Oct. 16 and ended Oct. 28 with Khru's decision to remove the missiles. "The events of the Cuban Missile Crisis demonstrated the maturity of the U. S. intelligence community, especially in its ablitiy to collect and analyze information. The crucial roles of human intelligence (HUMINT) and photographic intelligence (PHOTINT) in the Cuban Missile Crisis have been known from the beginning. Documents declassified and released in 1998 now reveal that signals intelligence (SIGINT) also played an exceedingly important part in managing the crisis." (quote from NSA and the Cuban Missile Crisis)

1962 - IBM delivered to NSA in Feb. the modified Stretch computer that became the center of the Harvest general-purpose computer complex, included storage retreival system called Tractor to load data from magnetic tapes. In 1976 Harvest was replaced by Carillon, made up of IBM 360s and later four IBM 3033s, and by more powerful Lodestone using the CRAY-1 supercomputer.

1962 - The nuclear submarine Nautilus (SSN 571) with NSA specialist John Arnold was sent to the Bering Sea to eavesdrop on Soviet nuclear tests on Novaya Zemlya island. The Nautilus had sailed to the North Pole in 1958 and sent the radio message "Nautilus 90 north" from under the ice.

1963--Bryan Adrian plays Little League Baseball in Yokota, Japan, in the outskirts of Tokyo, while his dad is flying secret missions over China, Russia, Okinawa, Guam, and Wake Island.

1963 - Syncom II communications satellite was put in deep space geosynchronous orbit 22,000 mi. high to transmit telephone calls over half the globe without the need of undersea cables. Syncom III launched in 1964 was used to telecast the 1964 Olympic Games in Tokyo to the United States, the first television program to cross the Pacific. NSA started the Rhyolite program to put its own deep space satellite in high orbit to intercept signals by 1973.

1964 - The Gulf of Tonkin resolution was passed by Congress August 7 giving LBJ authority for militrary action in Vietnam. JFK had authorized the NSA in April 1961 to provide sigint support to South Vietnam Army, the Army Security Agency had sent personnel starting with the 3rd Radio Research Unit (USM 626) that arrived May 13, 1961. The Naval Security Group began sigint patrols in April 1963, called DeSoto patrols, off China and North Korea, and in Jan. 1964 in the Gulf of Tonkin. The NSA built an undersea cable, codenamed Wetwash, from Vietnam to Philippines, where it connected with other cables linking it to Fort Meade. The NSA never broke any North Vietnam codes. North Vietnam did not need to break U.S. codes because Americans used open voice and Morse communication that was easily intercepted. NSA airborne sigint included EC-121M "Big Look" Lockheed Super Constellation with radomes top and bottom, and the RC-135C "Chipmunk" modified Boeing 707s that had large cheeklike antennas and the RC-135U "Combat Sent" that had distinctive rabbit-ear antenna to vacuum all frequencies for signals that were recorded analog and digital, and theRyan high-altitude drones from Bien Hoa air base, and the SR-71 that had developed from the secret A-12 CIA plane. The "Blackbird" flew at mach 3 over Vietnam 16 miles high with electro-magnetic reconnaissance (EMR) equipment to record signals.

1965 - USS Valdez ferret ship off West Africa in April picked up messages to Che Guevara from Havana; Guevara had arrived in Congo to support rebels against Mobutu and his Belgian and U.S. backers; Guevara operated from his jungle base at Kigoma.

1966 - In an agreement signed with Britain, the NSA removed the 2300 residents of Mauritius islands removed and built a listening post on Diego Garcia as part of the Classic Wizard system (worldwide Advanced Tactical Ocean Surveillance System) and link for the White Cloud satellite program. NSA also used the giant Arecibo antenna in Puerto Rico that was funded by ARPA for civilian research. The Harrogate station was built 200 miles north of London, near the Menwith Hill Station that had been purchased as farmland in 1955 by the Army and in August 1966 was transferred from Army to NSA, with new antennas and domes constructed to eavesdrop. A new station was built at Buckley Air National Guard Base in Auraora near Denver. New ground stations were planned for Australia in 1966, starting with Pine Gap 11 miles from Alice Springs, codenamed Merino; another station was built in 1969 at Nurrungar in Woomera area 600 miles southeast of Alice Springs, codenamed Casino.

1976--after making straight A's in theoretical math at a very old historic city college in Charleston, SC, a branch of the NSA endeavors to recruit him to do encryption and coding.  Bryan Adrian declines.  Very shortly thereafter, he is charged with a rape he did not commit.  Six months later, FBI clears him.

Early 1980s--David Adrian flies planes on secret missions for covert airlines of the CIA, with names sounding like ONA [Overseas Natinal Airline and Evergreen].

1982--David Adrian spends most of year in Seoul, South Korea, training all the pilots who are selected to fly the new Boeings just purchased by Korean Air Lines [KAL].  Most of the pilots were former employees of Korean CIA.

Aug. 31, 1983--KAL007 commerical airliner shot down over Russia when it had for hours and hours violated Russian military airspace after dozens of warnings to turn back.

1984-86--David Adrian flies planes on secret missions for 'Oliver North & Company' in Central America.

Somebody has it in for David Adrian.  Audited by IRS.  Comes out badly.  Close to debtor's prison.  Huge debts to repay.

1989--Bryan Adrian co-directs the first western language school [non-intel] in the former communist East Block, in Dresden, just after the Berlin Wall falls.

Bryan has a love affair with the daughter of one of the East German intelligence [STASI] chiefs of Dresden.

Vladimir Putin is the KGB field director of the Dresden office at this time, and one of the lover's father's associates.

Gulf War 1---Bryan is inflight from Hamburg to Wash DC the same minutes as US fires its first missles in the first hours of General Schwartzkopf's media and missle offensive.  All passengers on Bryan's flight are somewhat apprehensive flying near the missle zone arc.

Bryan works in DC as a private tutor of the wife of the head of the shipping and steel industry of South Korea while the war is going on.

Bryan is later a temp assistant in Westinghouse Government Affairs as the war continues.  Runs across blueprints at work while making xerox copies as an outsourced replacement redundancy employee of US-backed illegal West Bank prefab houses being paid for and built by non-approved US tax dollars by the US government in league with Westinghouse in the Israeli desert.  Bryan conveys this revelation to the son of one of the owning families of the New York Times, a person who at the time he considered a friend.  Afterwards, John Oakes discontinues being on an open basis with Bryan Adrian and then goes on to be a member of the Council of 4000 with the CFR [Council on Foreign Relations].

1993-1996--Bryan lives in Cologne and teaches for a night college [VOLKSHOCHSCHULE]in Germany to Germans, and at a daytime British language school in Cologne, helping to also raise the very young daughter of his live-in partner, an East German refugee/mother.

1996--Bryan writes and co-publishes the original newspaper on homeless issues back in New York City, STREET NEWS.

Bryan is introduced to the top London Arabic newspaper publisher in London via early internet.  They become friends and co-publishers with a bureau in both NYC and London.

After his 4 feature stories in THE ELECTRONIC WHIP, Bryan Adrian is wracked by paranormal experiences and job losses and strange people knowing his business in the streets who rudely accost him telling him things about his very private life that he thought nobody knew about him.

1997--Bryan meets the daughter of the head of the opposition party of Bulgaria, Biliana Kraptcheva, during Happy Hour at a dive bar, the Bear Bar, on the Upper West Side of Manhattan.  He is introduced to her by the son of the ambassador to Israel from India, who is a waiter at the hippest Israeli restaurant on the Upper West Side.  Bryan has a nearly seven year "partnership" with Biliana, actually spending five months in Sofia with her family, first as her lover, and in the end as a hostage of her sister's new fiancee, the just demoted former Chief of Bulgarian National Security, Valentine, who now runs a private commando agency to keep out Russian mobsters and keep the crime syndicate purely Bulgarian.  He does not trust NATO nor Bryan.

1997/98--Bryan temps in Wash DC and lives with the son of the former Deputy Secretary of the Interior under Nixon, Mines and Indian Affairs Dept., William Burton Hall.  WB Hall later goes on to nearly fully decapitate and kill a Swedish American female artist in DC and is now doing time in a North Carolina Wackenhut Correctionals facility after having made an Alford Plea, reducing his sentence to only 7.8 years.  William's powerful father has been long dead and cannot help him in this moment of darkness.

Many strange temp assignments through multiple agencies for Bryan now.  Somehow he gets into the Clinton White House as a temp with no security clearance working for the PRESIDENT'S INITIATIVE ON RACE.  Later, as a temp employee of INTELSAT, the global satellite world agency, with no clearance.

Dozens of temp assignments follow where Bryan's world is like a hall of mirrors.  Lots of classified projects'  'effects on the man in the street'  are often observable to him at this time.  Especially remote viewing.

Bryan starts his own amateur empire of website magazines and produces nearly a hundred of them over the next ten years.

late 2005--Bryan is again in Wash DC and temping.  He is given a job as desktop publisher for Deloitte & Touche who are working with military subcontractor Shipley Associates, in their bid on the government contracts with NRO, the spy satellite agency above the NSA whose entire name spelled out is National Reconnaissance Office  http://www.nro.gov/

Bryan is living in DC with the retired Pentagon contractor John Lomas, who worked for FedSims, one of the first Carlyle Group precursors, i.e., hidden contractor, for federal and intelligence agencies, the last 20 years or so of his working career, long before it became the norm for the vast bulk of jobs available today, especially under warlord Dick Cheney.

Bryan is currently reading ISHMAEL, by Daniel Quinn, to answer the very pressing question that the telepathic high IQ gorilla protagonist of the book asks in this novel--: "And do you still wonder if you've been lied to?" asks the gorilla. "Yes, but not as desperately as I did then" answers his 40 year old frustrated writer who is now his pupil. "Not as desperately, why is that?" continues Ishmael the gorilla. "Because I've found out that as a practical matter, it doesn't make any difference. Whether we're lied to or not, we still have to get up and go to work and pay the bills and all the rest." Ishmael ponders and then responds, "Unless of course ALL OF HUMANITY begins to suspect we are being lied to and WE ALL FOUND OUT what the lie was. If you alone found out what the lie was, then you're probably right, it would make no great difference. But if you ALL FOUND OUT what the lie is, it might conceivably make a very great difference indeed, and that is what we must hope for."

from Michel Brun's FOUR WALLS EIGHT WINDOWS BOOK--

as reviewed by post Cold War declassification, May 18, 2002 -- Reviewer: Chapulina R (Tovarischi Imports, USA/RUS) - See all my reviews --

"Only a year ago, I watched a History Channel presentation of the "official" story of KAL 007, whose flight-number designation seemed so cruelly appropriate. Shortly thereafter I was recommended "Incident at Sakhalin" by a person who had been heavily involved in US Cold War strategies of the eighties. "Read this," he insisted, "if you want to know how close to the brink of nuclear war we came." He refused to say more, but the book is an eye-opener. On 1-Sept. 1983, Korean Air Lines Flight 007, enroute to Seoul from New York via Anchorage, disappeared over the Sea of Japan. An extraordinary propaganda campaign and coverup ensued immediately following the events surrounding this incident -- on both sides of the Cold War Iron Curtain. In that perilous and paranoid time, the disaster nearly precipitated World War lll. To this day, the four governments involved in the Sakhalin Incident would prefer that the "official" conclusion remain in effect: that is, the passenger jet had innocently strayed off-course and was mistaken for the Cobra Ball spy plane which was detected at the same time in violation of Soviet airspace. That story generated much suspicion, which resulted in numerous Congressional investigations and accusations regarding CIA use of foreign civilian airliners for its surveillance missions over the USSR. Passengers were routinely and unwittingly used as pawns, a chilling revelation in itself. But Brun's book goes way beyond that. The author has impressive credentials; he is a French aviation expert and aircraft accident investigator, fluent in five languages. Moreover, his political neutrality ensures an unbiased presentation of the facts he had spent some ten years gathering. Several mysteries of the Sakhalin incident are widely known. For example, neither the wreck of the plane nor the remains of the 269 passengers has ever been found in the shallow area of the Sea of Japan over which KAL 007 was allegedly shot down. Meticulous research, aided by post-Cold War release of previously classified materials, reveals more of the disturbing story. In fact, Flight 007 was not lost over Sakhalin, but continued to fly and transmit messages for nearly an hour after other intruding aircraft were intercepted there by Soviet MiGs. The evidence shows that a poorly-conceived US intelligence and provocation operation launched a two-hour-long air battle with Soviet fighters over Sakhalin. In this battle, US Air Force and Navy aircraft and personnel were lost, and KAL 007 disappeared some 435 miles from where it was "officially" claimed to have crashed -- by means and reasons after all these years still unexplained. Boris Yeltsin, in his 17-June, 1992 speech to a joint session of the US Congress, mentioned Soviet-held American POWs in conjunction with the KAL 007 incident. This was interpreted by the American press as reference to the Korean and Vietnam eras; and the Reagan Administration offered no enlightenment to the public. We Americans have become accustomed to some misinformation and coverup on the part of the government, some of which is conducted in the name of national security. It appears that the Incident at Sakhalin was the result of a massive blunder with tragic, embarrassing, and nearly devastating ramifications. Get the book! Loaded with technical facts and stats, it is a fascinating read."

A South Korean researcher writes of the Mossad connection, at this link:

http://www.rescue007.org/faq.htm

"Avraham Shifrin, an émigré from the Soviet Union who established the Research Centre for Soviet Prisons, Psych-prisons and Forced-Labor Concentration Camps in Israel conducted research into the downing of KAL 007. He encountered opposition to the public disclosure of the results of his investigation. In 1991, he scheduled a press conference to lay out the evidence for the survival of KAL 007 and those aboard and their subsequent incarceration by the Soviets. The day before the conference took place, persons claiming to be from the Research Centre office contacted the various media representatives invited and stated that the press conference had been cancelled. To Shifrin's total surprise, none of the correspondents contacted came to the conference.

The time of greatest observable opposition to my work was in the middle 1990's.

Attempts to prevent South Korean media from reviewing and publicizing Centre findings were either partially or completely successful. Three interviews with Shifrin and myself were carried out in Israel for publication in the Korean media -- the press, magazines and prime time TV. The Korean C.I.A. yanked the TV series off the air after two shows and prevented all newspaper notice of their findings. They failed to prevent the publication of our findings in the January 1996 issue of the Korean language magazine, Win. The 21-page summary to the C.I.A. Report appeared in the February 1996 edition. However, the magazine was prohibited from printing the rest of the seven part series.

Shortly before the publications, a representative of the South Korean embassy in Tel Aviv, considered by members of the local Korean expatriate community to be an agent of the Korean C.I.A., contacted me. He requested an interview with me to which I agreed. Our conversation lasted for close to two hours. During the first half of the interview he tried to dissuade me of my convictions about the passenger rescue. He spent the rest of the time trying to find out about my past and planned contacts with the Korean media. I tried not to reveal anything while at the same time seeking to learn as much as I could about the Korean government's interest in KAL 007 this nine years after the event. A short while later the last of our contacts with the Korean media -- a TV team -- was prevented from boarding their scheduled flight from Seoul to Tel Aviv.

There have been other indications of interference such as apparent false leads, veiled threats, etc., but I have not detailed these as they are more difficult to pin down and/or verify."

KAMCHATKA---KAL007, 1980s, and again Aug. 7, 2005:

The C-5 U.S. military transport plane sent Aug. 5/6th, 2005, to the Kamchatka Russian region, the very same region where the KAL-007 pilot got lost in the early 1980s and was shot down killing all aboard the commercial jetliner, will be the first U.S. military aircraft since Wotrld War II to fly into the region, which has numerous closed military sectors.

Much remains uncertain, including what exactly ensnared the small Russian submarine, a 44-foot-long craft know as an AS-28 Priz, which itself is designed for undersea rescues.

According to officials and Russian news reports, the Russian mini-submarine had been conducting routine maintenance on an underwater surveillance system, a vestige of the cold-war cat-and-mouse espionage that took place beneath the seas. Kamchatka, a long remote peninsula on Russia's Far Eastern reaches, was a front line in that confrontation.

Despite the history of tension, the British and the Americans were able to dispatch help so quickly this week because a number of nations had formed a group to facilitate submarine rescues after the Kursk tragedy.

The Kursk was one of Russia's most prized military assets, and the exercise in which it was lost had been launched in part to restore some of the Russian nation's fading military prestige.

The Priz class of mini-submarines, also known as AS-28 bathyscaphes, are titanium-hulled vessels that can be launched from rescue or salvage ships and travel 3.3 knots under the sea, according to Jane's Information Group, which follows military and defense affairs worldwide.

They were built in the late 1980's, and designed to shuttle batches of up to 20 sailors from other submarines that had become trapped undersea. At least one was used in the failed effort to rescue those who clung on for life on the Kursk five years ago.

Details of how the submarine, a 44-foot-long rescue craft known as an AS-28 Priz, became disabled also began to emerge, although very much remains uncertain.

The Russian navy initially said the mini-vessel had snagged on a fishing net, which entangled the propeller and sent the vessel to the sea floor. By late Friday night, however, Admiral Fyodorov began describing an accident of a different order.

When pressed by Russian journalists on live television, he said the vehicle had in fact become entangled on what he described as an undersea military antenna, which itself was secured to the sea bed by at least one 60-ton anchor.
